CLOUDSTACK-3374: bucket names cannot contain periods. 

The older AWS SDK 1.3.21.1 had a bug where in bucket names that contain
periods like a DNS name would fail to work over https. Bump up the
aws.sdk version to 1.3.22 which fixes the bug
