This PR prepares marvin and tests for python3. it was part of #4479, until nose2 was decided to be abandoned from that PR.

This fixes test failures around VMware with the new systemvmtemplate.
In addition:
- Does not skip rVR related test cases for VMware
- Removes rc.local
- Processes unprocessed cmd_line.json
- Fixed NPEs around VMware tests/code
- On VMware, use udevadm to reconfigure nic/mac address than rebooting
- Fix proper acpi shutdown script for faster systemvm shutdowns
- Give at least 256MB of swap for VRs to avoid OOM on VMware
- Fixes smoke tests for environment related failures

It appears that asserts.equal(boolean.True, str.True) which seems to be causing the issue. Probably related to some api changes in recent PRs. Will fix the equation to str.lower() so it'll pass.
Strangely when running the tests from Pycharm CE they pass, it seems the IDE resolves the type issue during comparison. But when running from command line it failes...
After fixing this results came back as expected:

No need to download the 50MB iso for every test. It is sufficient to use
a dummy iso. This dummy iso was generated using mkisofs for test
purposes.

Detail:
This is a fix
1. to populate 'destzoneid' as part of the test data by issuing
listZones API. Earlier, this is provided manually in the test data.
2. to wait till the ISO/template is downloaded & installed successfully
before being deleted as part of the cleanup.

Detail: Integration tests use these libraries (base,utils,common) for
simplifying the usage of the API. These define the verbs of each
entity's usage (create, delete, add etc). For the CLI to present the
simplified API we'll leverage the integration libraries.
+ Fixes to setup-test-data.sh - kvm and xen each use a different version
of the built-in Cent OS template, 5.5 and 5.3 namely.
At a later point the setup-test-data script needs to be obsoleted.
ostypeids in tests should directly be determined from listOsTypes API
calls
