Detail: Working on getting a KVM-based devcloud so that development that
requires the KVM hypervisor can be simpler. This adds some setup devcloud files.

Create OvsVifDriver to deal with openvswitch specifics for plugging
intefaces
Create a parameter to set the bridge type to use in
LibvirtComputingResource.
Create several functions to get bridge information from openvswitch
Add a check to detect the libvirt version and throw an exception when
the version is to low ( < 0.9.11 )
Fix classpath loading in Script.findScript to deal with missing path
separators at the end.
Add notification to the BridgeVifDriver that lswitch broadcast type is
not supported.
NetworkServiceImpl does not need a cache of system network offerings
Ensure mocks build to new APIs.

Remove usage and impl as adapter.
We have duplicate code that generates apiname:cmd class maps which is
unavoidable right now as:
- Plugin should not depend on ApiServer or any other component
- cloud-utils cannot depend on cloud-api for the APICommand annotation
- Use java reflect to create a static method in cloud-utils that does the job
would be unsafe.

By moving it to the api project, it lessens the dependency of plugins on the server components.

NetworkModel is intended as a read-only view on the network model.
This includes Networks, Nics, Ip address, PhysicalNetwork, NetworkOfferings, etc
The code in configure() and start() is used to support queries on the network model which is now the responsibility of the NetworkModel service
Network-refactor: Fix tests so that they get injected with the required NetworkModel mock

NetworkManager's exclusive focus is now
- handling plugins during orchestration, and
- to deal with ip address allocation.
Those classes that used to refer to NetworkManager to get access to the datamodel now refer to NetworkModel

CLOUDSTACK-614: ListTemplates API is not returning "Enable SSH Key" attribute for any given template. Update the TemplateResponse by adding 'sshkeyenabled' attribute to it. This attribute is set to the value that the user passes as input for parameter 'sshkeyenabled' while registering the template.

- This was removed part of the response work
- Re-adding as this kind of method definition is available in several other
exception classes and is used in a lot of cmd classes and in service layer
- TODO: We need to find a way to replace old code and refactor method with the
new definition that gets only uuid.
- FIXME: Some tables don't have uuid for ex. ClusterVSMMapVO, in this case
we should keep the method until we find a way to fix this issue

We have to explicitly set the HOME variable to the homedir from the user "cloud"
This is because various scripts run by the management server read the HOME variable
and fail when this init script is run manually.
For example the injectkeys.sh script reads the HOME variable
