Made following fixes in simulator
- Support for ScaleVmCommand/NetworkRulesVmSecondaryIpCommand in resource layer
- Added support for scaling up a running VM in simulator
- Fixed some method names not following convention
In order to test PR #725 using simulator some of these changes are needed.
Based on the way HV check is present in the scale VM API, had to explicitly put simulator related check to allow support. The ideal way would be to remove all these HV specific check from code and made them some configuration (by putting them in hypervisor_capabilities table in DB). But that will be a bigger effort outside the scope of this PR.

Previously if you had a volume using a non customisable disk offering, and
attempted to resize it passing in the same disk offering id, the command would
be accepted, but it would actually be resized to its current size (i.e. the
provided size parameter was ignored). This is what the test used to check.
Commit de6a3112b6 modified the logic to check if
the provided diskofferingid was the same as the current one, and if so treat it
as if it hadn't been provided - this means the resize command now fails, which
is probably the more sensible thing to do (rather than giving the impression it
will be resized but actually not doing so).
This change therefore modifies the test logic to match.

CLOUDSTACK-4762 : Enabling VGPU support for XenServer.
This feature is to enable the GPU-passthrough and vGPU functionality,
with the help of this feature, admins/users will be able to leverage
the GPU graphics unit power by deploying a virtul machine with GPU or
vGPU support or by changing the service offering of an existing VM
at any later point of time. There GPU/vGPU enabled VMs are able to run
graphical applications.
For now, this feature is only supported with XenServer hypervisor but
can be extended to add the support of other hypervisors.
Removed apiclient.hypervisor references. More details in the bug
Few other changes pending for this related to VirtualMachine.create
need to be cleaned up
1. Added a generic way of verifying isk volumes.
2. Now, detach volume is called post the assert.
3. Added a sleep post detach volume to facilitate list volumes to have some time for detach operation.
4. Added a fix for a log check.
Added a temporary time sleep fix post a restart command. Applies to 4.2,master,4.3
Note: Has to clean other things as well and will do more cleaner way of handling things.
Now VPN connection can be created as "passive", which would enable the ability
of remote peer initiate the connection. So it's possible for VPC VR to
establish the connection to another VPC VR of CloudStack.
Test case also included.
The test case would create 2 vpcs and using VPN to connect them.
Tests would fetch the credentials for the host to hop into router to
check for essential services. Each test would require to put in the host
information into the test data. Instead fetch the credential information
from the marvin configuration file.

test_reboot_router.py was trying to ssh to vm using private IP
and hence it failed with error "No route to host."
Fixed the testcase to ssh using public IP.

The network GC test is a long running test as it waits for
network.gc.wait + network.gc.interval * 2 to verify that the network
cleanups happen corectly. This test is also part of the regression suite
and is redundant in the smoke. The test run takes 30m longer because of
this test included in smoke.

After you scale the vm, user is expected (oddly) to update the virtual
machine to signal that the PV tools are installed. This tells cloudstack
that the VM has been successfully scaled up/down.

User Dispersion is a best effort of deployment planning and cannot
always guarantee the dispersion logic will work. However this does not
fail the deployment. Adjust the test so as to print a debug and exit
instead of fail.

user.concentrated pod planner will try and put the VMs in the same pod.
Correcting the assertion to verify same pod and not same cluster. Test
may have passed earlier because of presence of single pod in the
deployment.

Concentration or Dispersion granularity is at the Cluster level and not
at the host level. So correcting the test to ensure

Introdcues notion of 'portable IP' pool at region level.
Introduces root admin only API's to provision portable ip to a region
- createPortableIpRange
- deletePortableIpRange
- listPortableIpRanges
1. Made a fix to make sure a null object is added to the exception.
2. Also fixed the marvin test cases for the feature. Account cleanup will remove the vms deployed for the account. There is no need to explicitly delete the vms for the account.
3. Fixed the assertion checks for the vm created for an account. If there are multiple vms for an account, the test script needs to compare the ids with the correct instance.
LDAP requires a Directory server which isn't available by default in
most environments. Moving this to the regression suite so it can be run
on demand.

Fixed the incorrect assertion in noncontiguous_vlan test
The assertion fails if the VLAN is found in which case find returns a
positive number. So here the assertion should infact assert < 0 result.

InternalLB:
1) Added new set of Interfaces - including the new VO - for the internal load balancer
2) DB change - added source_ip_address/source_ip_address_network_id/scheme (Internal/Public) fields to the load_balancer table
region tests will be run in smoke and regression. In smoke we only test
the basic creation of a region. More extensive testing of duplicate
regions, test for updating region atteributes is in component.
Separated the class for testing accounts within region (account sync)
into a a new suite.

The assertion fails if the VLAN is found in which case find returns a
positive number. So here the assertion should infact assert < 0 result.

Fixing the affinity group test which would fail to find the appropriate
