Bug 6873: disable/enable mode for clusters (and pods and zones and hosts)
...
- Added a new flag 'allocation_state' to zone,pod,cluster and host
- The possible values for this flag are 'Enabled' or 'Disabled'
- When a new zone,pod,cluster or host is added, allocation_state is 'Disabled' by default.
- For existing zone,pod,cluster or host, the state is 'Enabled'.
- All Add/Update/List commands for each of zone,pod,cluster or host can now take a new parameter 'allocationstate'
- If 'allocation_state' is 'Disabled', Allocators skip that zone or pod or cluster or pod.
- For a root admin, ListZones lists all zones including the 'Disabled' zones. But for any other user, the 'Disabled' zones are not included in the response.
- For any usecase that creates/deploys/adds/registers a resource and takes in zone as parameter, now we check if the Zone is 'Disabled'. If yes then the operation cannot be performed by a user other than root-admin. Add volume, snapshot, templates are examples of this usecase.
- To enable the root admin to test a particular pod/cluster/host, deployVM command takes in 'host_id' parameter that can be passed in only by root admin.
If this parameter is passed in by the admin, allocators do not search for hosts and use that host only. StoragePools are searched in the cluster of that host.
If VM cannot be deployed to that host, allocators and deployVM fails without retrying

bug 8887 : Stats Calculation Improvement - Storage stats wont update DB anymore and would be kept "in memory" just like other stats. For the listCapacityCmd which consumes it (sec. storage used and primary storage used) this would be constructed using the in memory maps rather than DB which wont have sec storage and primary storage used in the DB anymore.

Also fixed couple of other issues:
* usage event generation - generate event only when snapshot is created on primary and backed up on secondary

StoragePoolAllocators need to respect storage.capacity.threshold in allocations - this was broken after StatsCollector started maintaining the primary storage Stats separately
Fixed allocator to refer the correct in-memory stats map.

Changed the interface in StoragePoolAllocator to avoid a potential NPE in LocalStoragePoolAllocator. Allocators were taking in an instance of VM enclosed inside VirtualMachineProfile.
...
However in case of createVolume from Snapshot, there is no VM associated. So VM passed is null and this can cause a NPE.
Allocators hardly use the VM instance. LocalStoragePoolAllocator was mainly using it for checking if host has capacity. But it need not do this check, since that is done by HostAllocators anyway.
So removing the use of VM in StoragePoolAllocators.

bug 7433: In case of multiple zones deleting a tempate from a zone doesn't prevent a user from selecting it to deploy the VM in the same zone. It was still visible in the listTemplates. Made change to check for template_zone_ref and template_host_ref removed and destroyed columns. During deployVM disallow a vm to be deployed from a template that has been removed in the zone.

Fix overview:
1) Parameter "isDefault" should be defined as a part of createNetwork
* Virtual network is always default

2) Added isDefault parameter to listNetworks command so you can sort by that.
3) DeployVmCmd:
* at least one default network should be set
* if more than 1 default network is set - throw an error
4) Return isDefault information as a part of Nic object for the vm response in deploy/stop/start/listVm

Router cleanp thread is fixed, here is functionality description:
* Runs every "router.cleanup.interval" period of time (1 day by default)
* Stops only domRs running in Advance zone
* Thread Flow:
- gets all Running domRs/dhcps, get their networks, select network that
has to be checked (see criteria below):
- checks that there is only one nic in the op_networks table for the
network, and this nic belongs to domR/dhcp
- Stops domR/dhcp
* Criteria to choose the network:
- Network has to be non-system.
- Network should be one of the following: Guest Virtual (TrafficType=Guest; GuestType=Virtual); Direct Tagged (TrafficType=Public; GuestType=Direct)
Couple of other fixes:

bug 6904: during volume creation, we were NOT converting the size of the parent disk offering (which is in MB), to bytes. This is the size used to create the volume. I am adding the appropriate multipliers. Other flows like creating volume from snapshot etc should remain unaffected, as the parent volume created from the disk offering will be set right.

bug 6732: there is no longer a manual policy, so add in special handling for deleting manual snapshots. Also, in the process of deleting the snapshot, the snapshot might need to be retrieved from the database, so be sure to find including removed.

bug 6730: if a volume was never attached to a VM, then the poolId will be null and this will be flagged as not on shared storage. Since the code was deleting detached volumes only on shared storage, the never-attached volume was in an undeletable state. Instead, allow deletion of any detached volume, regardless of storage pool until some technical reason limits this from happening.

Also, the UI was not allowing volumes to be deleted due to a bug in looking at the vmname property of the volume. The 'if' conditional always returned true that the volume was attached to a VM to due a boolean logic error.

the user would provide the ftp url where the entity needs to be uploaded and in
the later the user would be provided a HTTP URL where from he/she can download
the entity. This url would be exposed for a specific time limit and would not
function after the time limit

bug 6672: Fix up volume commands. For createVolume, the command is supposed to create a database object, but not assign it to a storage pool until the user first attaches it to a vm instance. That allows the volume to start off hypervisor agnostic. For attachVolume, detachVolume, and listVolumes, the responses had minor issues (sourceType could be null, for example) in either the response generation, or the response handling by the UI.

Fixing events for async jobs so that there's a scheduled event recorded with appropriate type/description whenever the API framework schedules the async command to run. A few miscellaneous fixes as well uncovered during regression testing (router response was not parsed correctly by UI, etc.)

Basically, change the meaning of type field in template table: SYSTEM means sytem vm template, BUILIIN means buildin templates.
