Nitin Mehta ee1971526c Bug 12897: Make updateHostPassword more robust. Allow only KVM's individual host password be changed and Xenserver cluster password be changed. For rest of the hypervisors throw an exception.

Kelven Yang 6d40c078f9 bug 11428: remove the constraint based on customer's feedback, we will allow creating volume from a snapshot that was originally taken from root volume. 1. remove Garbagecollection primary storage allocator. other storage allocators fails may because there is primary storage with the same tag, it is not caused by no primary storage capacity.
2. delete template will try to delete templates in secondary storage in the API.
