CLOUDSTACK-9016 Fail to create VM instance within VPCbug link https://issues.apache.org/jira/browse/CLOUDSTACK-9016.

CS doe not allocate the ip of the form x.x.x.1 to a guest VM. We seem to incorrectly assume that the first ip in the subnet belongs to the gateway.

'getExistingSourceNatInNetwork' method was retruning source nat ip for
a particular account, resulting in multiple source nat ip's to be
assigned to a shared network on network implemen. Fix ensures that
account id is not considered for shared network implement.

Darren Shepherd f62e28c1ec New Transaction API 
Introduction of a new Transaction API that is more consistent with the style
of Spring's transaction managment.  The existing Transaction class was renamed
to TransactionLegacy.  All of the non-DAO code in the management server has been
updated to use the new Transaction API.
