Test delete network rules in a VPC. Multiple Fixes
- correct protocol ICMP->TCP
- Remove LB actions from non-lb network
- correct private gateway CIDRs to not overlap with vpc guest cidrs
- remove unrequired SSH on non-lb network
- typos
