Improve cloud-install-sys-tmplt to work in dev environment again

Backported PR #678 to 4.5
This I changed:
``jasypt='/usr/share/cloudstack-common/lib/jasypt-1.9.0.jar'``
in master it is 1.9.2. I changed it to 1.9.0 here, to match the original script.
