Kelven Yang 3612fc12c8 bug 11428: remove the constraint based on customer's feedback, we will allow creating volume from a snapshot that was originally taken from root volume. Changes:
Validations were missing in th MigrateVmCmd API, since from UI the validations are always done while listing hosts for migration as first step.
