1. remove Garbagecollection primary storage allocator. other storage allocators fails may because there is primary storage with the same tag, it is not caused by no primary storage capacity.
2. delete template will try to delete templates in secondary storage in the API.

root 1db4e8b3f5 bug 11938: Remove thread.sleep() from HostCapacityChecker. cpu and memory capacities can be null for host in maintenance so check for that, wrap the host capacity checker thread with try and catch to make it more robust. Add more logging for entry and exit of thread.

Summary of Changes:
 while adding a primary address to the domR interface, previous primaray addresses(ip) are removed and added as with 32-bit netmask.

frank d4a106319d Disable baremetal fullsync 
*    Disable sync until we find a way that only tracks status but not does action
   *
   *    The scenario is: Baremetal will reboot host when creating template. Given most
   *    servers take a long time to boot up, there would be a period that mgmt server finds
   *    the host is stopped through fullsync. Then mgmt server updates database with marking the host as
   *    stopped, after that, the host comes up and full sync then indicates it's running. Because
   *    in database the host is already stopped, mgmt server sends out a stop command.
   *    As a result, creating image gets never happened.
