CLOUDSTACK-3211: Add help docs to S3 secondary storage configuration.

When adding an S3 secondary storage, the administrator will
now be shown help for each input field making it friendlier
to use.

(2) change Add VLAN Range action to pass new VLAN range + exisitng VLAN range(s) to API. This is corresponding UI change to updatePhysicalNetwork API change that removevlan property has been removed and definition of vlan property has been changed.
