edison 3d9f25e903 bug 1974: add upgraderoutercmd to upgrade router vm's service offering 
status 1974: resolved fixed
It's a synced API, which just update router vm's service offering,
parameter: router id, service offering id,
return: ture on successfull, otherwise false
