Rohit Yadav c24118e7e8 api_refactor: move network api for admin pkg from cloud-server to cloud-api 
- Remove a lot of junk
- Fix commands.prop.
- Move apis from cloud-server to cloud-api
- Rename with org.apache.cloudstack namespace
