- Addin LibvirtPvlanSetupCommandWrapper
  - 6 unit tests added
  - KVM hypervisor plugin with 21% coverage

From the 6 tests added, 2 were extra tests to increase the coverage of the LibvirtStopCommandWrapper
  - Increased from 35% to 78.7%
