Bharat Kumar ba9dcba16d Do not update network if one of the router's state is unknown ... Added checks to prevent netwrok update when router state is unknown or when the new offering removes a service that is in use. Added a new param forced to the updateNetwork API. The network will undergo a forced update when this param is set to true.
