Add BridgeVifDriver and move current vif implementation to it.
- remove dependency on VirtualRoutingResource.
- factor out some of the networking code in LibvirtComputingResource
to BridgeVifDriver.
Add base class for KVM VifDriver.
Add VifDriver Interface for KVM.
