Devdeep Singh cdf2a1161b CLOUDSTACK-5649: Vms are stopped and not migrated from a host when the ... host is put in maintenance mode. The migrate flag wasn't set to true in the maintain answer. Most of it from length errors from comments and strings. Will attempt to remove those tonight. This change is so large I just want to get it in before any merge nightmares.
