Abhishek Kumar e234c3ccdc server: guard vm start inter-cluster migration with config (#7401) ... During the start of a stopped VM when there is not enough capacity in the current cluster CloudStack can migrate it to a new cluster. This can be an expensive operation when Cluster scope storage is used as migration can be carried out using SSVM and secondary storage.
