Devdeep Singh 993852c5df CS-15429: Create instance should fail if it results in exceeding volume resource limits for a user/domain-admin. 
Additional fix needed if an instance is being created from an ISO. If an instance is created from an iso disk
offering id is not null and only one root volume disk is created. Making a fix to pass the right resource count
for an instance being created from an iso.

Brian Federle 2fa2dd5dfd CS-15401: Fix arrow BG for PF/LB UI for Japanese language 
When opening Network screen, arrows to the right side of "show all"
for firewall, load balancer and port forwarding are divided in
Japanese localized environment. This fix adjusts the CSS to fit longer
characters in this condition.

User can create/delete/create gateway again and again, then it would no longer
be unique. The unique should be guaranteed by API level.
