CLOUDSTACK-5822: keep user-added sshkeys in authorized_keysFor now, if we add the ssh key inside the vm (not on cloudstack UI), the sshkey will be removed if we reset the sshkey on cloudstack UI.
After this commit, the sshkey (added by cloudstack) will end with cloudstack@apache.org.
We will only control the sshkeys with cloudstack@apache.org.
This will be used for multiple sshkey support for vm in the future.

Fixed return type Void to void in DataMotionStrategy.The main changes are:
- Changing methods Void to void.
- Removal of the method Void copyAsync(DataObject srcData, DataObject
destData, AsyncCompletionCallback<CopyCommandResult> callback) that was
never used.
We noticed that methods form that class are using the return type Void
with capital V. This way that method has to return a null value at the
end.
Removed trim lines from XenServerStorageMotionStrategy.
The trim lines were removed from XenServerStorageMotionStrategy.

Removal of class AgentBasedStandaloneConsoleProxyManagerThe AgentBasedStandaloneConsoleProxyManager class is neither manually
instatiated anywhere in the code nor via Spring. Further checking in the
interface which the class implements, shows that the use for classes
implementing the EventBus interface relies on instances generated by the
Spring framework, which discards the possibility of the class being
created by EJB. Being the class useless, it was discarded.

CLOUDSTACK-9256 add unique key for static routes in jsonStatic routes that are being set do not show up in the static_routes.json file. The reason for this is that the index that is used, is the gateway address, which is not unique. Hence stuff is overwritten and lost.

CLOUDSTACK-9245 - Cannot delete non-attached ACL that contains itemsThis PR fixes the issue when trying to delete ACL lists which contain item.
It seemed it was not thought of when the ACS project started, when most user were relying on the UI to execute those tasks. Nowadays, with automation all over the place and ACL lists containing hundreds of items, it's very hard to have to delete them 1 by 1 either via the UI. Writing scripts to do so might be a solution, but it would be much simpler to just delete non-attached ACLs with all its items in one go.
Also, destroying a VPC that contains ACL lists was "succeeding", but after that the ACL list/items were messing up:

Autoscale option should be available and should work exactly like the way it works for a normal isolated network with NS. If we choose NS as service provider for LB, autoscale should also be visible. If VR is chosen, only then we should not display autoscale.

In case of VPC, it checks the services available.
If LB is there, It checks the provider is Netscaler then it shows the button or hides it.

Cloudstack-8885 added blocked connection listener for rabbitmqeventbus When rabbitmq connections are blocked(for example when rabbitmq is
server is out of space), all the cloudstack threads which does any
action and publishes to rabbitmq(for example login, launch vm etc.) are
all blocked.
Added a blocked connection listener to handle this and unblock the
parent thread.
also updated rabbitmq amqp client to 3.5.4 from 3.4.2
Testing:
I didnt find a way to write tests for this change as of now.
manually tested that login and other cloudstack apis work when the configured rabbitmq server goes out of space and publish actions are blocked.
