anthony c5f8712b4b VPC : CS-11503, deleting staticnat works even ip is not there. 
this can fix the issue for VPC,
  but Cloudstack should not send out ipdeassociate before applying ruls on this ip

Koushik Das d4d1b1c5a9 Revert "Fix for CS-15345". This issue was caused due some bug in VPC related cleanup code. The bug got fixed as part of 3caffc7855, so this is no longer needed. 
This reverts commit a8c1568b37.

Brian Federle 8e638ed752 Implement static NAT tier select UI 
Adds a new drop-down to the enable static NAT dialog to allow selecting a tier to be associated with the VM. This is in the header of the list view.

It is defined as follows:
