Brian Federle 7de7b86870 Static NAT UI: Have tier dropdown filter VMs 
On VM select list view for static NAT, tier selection will filter the
VM listing by tier (networkid).

By default, VMs for all tiers are shown, until the drop-down is changed.

anthony c5f8712b4b VPC : CS-11503, deleting staticnat works even ip is not there. 
this can fix the issue for VPC,
  but Cloudstack should not send out ipdeassociate before applying ruls on this ip

Koushik Das d4d1b1c5a9 Revert "Fix for CS-15345". This issue was caused due some bug in VPC related cleanup code. The bug got fixed as part of 3caffc7855, so this is no longer needed. 
This reverts commit a8c1568b37.
